Currently, this doesn't work because of the institution short name.

So the question is whether we should turn the institution short name
into an ID field that can't be set manually. It seems that this may
resolve potentially other issues.

Similarly, the group short name doesn't accept non-English characters

The current work around for both is to create an institution / group name that uses English letters, numbers etc., save the institution / group and then rename the institution / group.
