  Create a behat step to find ids that start with a string so we can get
  the start of a group

Bug description:
   * @When I scroll to the id like :id

  Often times we a bunch of generated ids like block_instance4,
  block_instance53 and we can't target them in our behat steps. To get
  to the start of the right area, we can use like.
