Bug 1922153 - clean up behat test tables after run

* Reinstate `BehatTestingUtil::drop_site()` in the `BehatHooks::after_suite()`.
* Conditionally clean up the database if tests are successful.
* Remove unexecuted call to disable behat test environment in `cleanup`

  When behat runs it checks for and cleans up tables if found.

  Move the table cleanup to the end of the test run.
