[Bug 1938406] [NEW] Indexing a site in elasticsearch when its not the active search option fails
Public bug reported:
The cron will ignore the indexing when elasticsearch is not active - but
this is annoying if we want to index the site before switching from
internal to elasticsearch.
We have the htdocs/admin/cli/fast_index.php allowing us to index the
site faster and so can switch to elasticsearch then index the site
fairly rapidly.
But what would be better is being able to use the
htdocs/admin/cli/fast_index.php when the site is still on internal
search so it's all ready when we cut over.
Also we need a flag when switching from internal to elasticsearch so
that it doesn't drop / create the index again on change
