Bug 1927043 Wall icon in Maroon theme missing

Removed "h3" in the scss to target the right markup.

Title:
  "Wall" icon is missing when block is displayed, Maroon theme

Status in Mahara:
  Fix Committed

Bug description:
  The "Wall" icon is missing when the "Wall" block is displayed on
  screen. It should sit to the left of the word "Wall", as per the other
  icons.

  This occurs in the 'Maroon' theme. The only other theme with icons
  next to the words is 'Primary school', and this has the icon to the
  left of the word "Wall", where it should be.

  To change the theme:
  Admin menu -> Institutions -> Settings -> Theme -> Change to 'Maroon'-> Submit

  To check the account holder's page:
  Account menu -> name of account holder

  Screenshot "Wall icon is missing" is attached.

  Operating system: Ubuntu 18.04.5 LTS
  Browser and version: Firefox 88.0 (64 bit) Mozilla Firefox for Ubuntu canonical - 1.0
  replicated in Chromium Version 90.0.4430.72 (Official Build) Built on Ubuntu , running on Ubuntu 18.04 (64-bit)
