Bug 1938235 configurable theme details bar

Changed the green highlighted colour to a light gray with black text
and an outline of the link color.

Also fix for nav toggles on hover, changed icon color to be black.

added upgrade step to alert admins to resave configurable themes to
get new css goodies

  The 'Details' bar when active doesn't use theme colours in
  configurable theme

Bug description:
  When you use the configurable theme, the 'Details' bar when clicked on
  a page uses green instead of a theme colour or a neutral colour (see
  attachment).

  to test:

  1. On a page, add a 'Text block'.
  2. View the page and click the 'Details' icon (magnifying glass)
  3. Click 'Quick edit' on the text block.
