  Make links in text more accessible

Bug description:
  Per default, links in text blocks, notes, journal entries etc. are not
  underlined, which can make them difficult to spot when the link colour
  is darker. These days, the link colour must be fairly dark to pass
  accessibility contrast.

  Therefore, I propose to have text underlined in text blocks and
  similar, but not underlined in sideblocks, footer, admin area where
  the underline would make reading information, e.g.in a table more
  difficult.
