Bug 1938842: Adjust language strings for releasing a portfolio

To make them more generic and workable for both groups and external
apps.

Bug description:
  Currently you can call $collection->submit() and specify an external
  host - but you can't do the same with $view->submit().

  Need to make these two function consistent
