Bug 1941663: LTI submission: fix submittableto param to show release
form

When groups are created  when submitting an assigment through an LTI
assignment, it needs to have submittableto=true for the release form to
show so that it can be graded and released.

  LTI grader option not visible on the portfolio submitted to an LMS

Bug description:
  When you submit a portfolio to an LMS via LTI, the grading happens in
  Mahara (out of the box). A teacher should see the grading option above
  the comments section on a page like so:
  https://manual.mahara.org/en/20.10/_images/teacher_grading.png

  This does not work in Mahara 21.04 any more, and I wonder if it has
  something to do with the changes brought in by the submissions plugin.

  To replicate:

  1. Set up the portfolio submission to Moodle as described in the manual: https://manual.mahara.org/en/21.04/external/externalapps.html
  2. Submit a portfolio as a student coming from Moodle.
  3. Log in as teacher into Moodle and follow the assignment link. You are taken to the portfolio.

  Expected result: You see the option to grade the portfolio right above
  the comments section.

  Actual result: That part of the page is not available.

  Doris: Let me know when you have time to get to this so I can help
  with the setup.

  Bug #1941662 is related but can be fixed independently as it relates
  to the connection to Moodle and not the display in Mahara.
