Title:
  Change the default blocks on the dashboard page

Status in Mahara:

Bug description:
  The dashboard page is the first page someone sees when they log in
  (for the first time). It should be clearer what is on it and
  superfluous things not listed. The proposal is for the following:

  - Change 'Latest changes I can view' to 'Portfolios shared with me'. That will align better to what is in the Main menu -> Share -> Shared with me.
  - Remove 'Topics I'm following' and add the topics to the 'Inbox' options.
  - Move the inbox to the left as first block and below it 'My portfolios'.
  - On the right-hand side, show 'Portfolios shared with me' at the top and below it 'Pages I am watching'

  These changes would only apply to new instances of Mahara and
  therefore no upgrade steps are needed.
