  Missing help text file: Forum Moderation

Status in Mahara:

Bug description:
  An error message is produced when selecting the help icon for Admin
  menu -> Configure site -> Site options -> Notification settings ->
  Forum Moderation

  The help text for this file will either need to be restored or created
  or the help icon removed.

  Steps to reproduce:
  1. Navigate to Admin menu -> Configure site -> Site options -> Notification settings -> Forum Moderation
  2. Click on the help icon for Forum moderation
  Expected results:
  A pop-up with help text is displayed
  Actual results: 
  A pop up appears with an error message:
  "An error occurred trying to retrieve the help page."

  This issue occurs in 19.04, 19.10, 20.04, current master.
