Title:
  Web services configuration names do not appear to be translatable
  strings

Bug description:
  The Service names found at /webservice/admin/oauthv1sregister.php do
  not appear to be translatable strings.

  These are defined in a modules webservice/services.php file. These
  names appear to be array keys in the $services variable.
