Title:
  Adding a page button navigates to the skin page even when we have not
  configured any skin

Status in Mahara:
  Invalid

Bug description:
  Skin configuration on adding pages is optional.

  After changing the save button on 'Edit page' to be a button rather
  than a link, we're missing a type=submit which will save default
  values, but instead we're moved to the next unconfigured setting.

  Keyboard-navigating test instructions:
  - Add new page
  - Press 'Save'

  Expected: View the new page
  Actual: On the skins page
