Title:
  Change 'Configure block' to 'Edit block', including icon

Status in Mahara:

Bug description:
  When you edit a page you then configure a block. A person new to
  Mahara pointed out recently that there is a bit of a mismatch and that
  configuration in their mind was a barrier as they thought they might
  need to program something.

  Having spoken with our UX team, we concurred that switching
  'Configure' to 'Edit' and changing the 'Configure' icon to the 'Edit'
  one will make things more consistent so that you edit a page and edit
  a block.
