  Site skins not available when creating new page

Status in Mahara:
  Incomplete

Bug description:
  Tested in Maroon theme w/ Firefox, MySQL8, PHP 7.4, on master

  Steps to reproduce:
  1. Log in
  2. Configure site>site options>site settings>Theme = Maroon
  3. Create a new page
  4. Before saving, choose Skins>Site skins

  Expected outcome - able to choose from a range of site skins
  Actual outcome - no skins display in drop down menu

  *also chevrons appear to be pointing in the wrong direction
