  'Tags' and 'Links and resources' menu cut off in Maroon theme

Bug description:
  Release testing:
  Cloud
  MySQL 8
  Firefox
  Maroon theme
  PHP 7.4

  Steps to reproduce:
  1. Set Maroon theme with Admin>Configure site>Site settings>Theme
  2. Click Create to view the Pages and Collections overview page

  Expected outcome:
  Tags menu box visible
  Actual outcome:
  Tags menu box cut off by maroon footer

  Note: This also applies to the Links and Resources menu: 
  1. Admin>Configure site>Menus
  2. Links and resources menu>Choose public links and resources
  3. Add 2 external links
  4. Save changes
  5. Log out
  6. View homepage

  Expected outcome: 
  Page is scrollable to be able to view Links and resources
  Actual outcome:
  Links and resources menu is cut off by maroon footer, cannot scroll
