Bug 1947523 Configurable theme focus colour on card headers

Also fixed some other random bits that was inheriting green,
like tabledata header links, nav cherons, buttons after they
have been clicked but can't get it while it's processing yet.

  Configurable theme: Regular focus colour is not used on changed card
  headers

Bug description:
  When you have the configurable selected and you go to a page that
  contains a card header, e.g. Admin menu -> Configure site -> Site
  options or Admin menu -> Institutions -> Settings -> Edit an
  institution, the focus outline is green instead of the standard focus
  outline, which is more like the link colour in the configurable theme.
