[Bug 1947792] [NEW] HTML export and handling of tags

Public bug reported:

Currently the list of tags, as seen on the tags.php page, and the things
they are associated with are not exported in the HTML export.

Ideally we would be to export the tags used with tagging pages and have
them displayed on their own HTML page, similar to tags.php, where under
each tag would be links to the pages they were used in.

Because the HTML export is designed to create a minimalist static
rendering of a person's content we won't have all the flash-ness of the
Mahara's tags.php page itself, eg no search option.

I'm thinking kind of like each tag could be an expandable area so that
you click on the tag and it then expands to show the places it is used

Or maybe a dropdown to select from
