[Bug 1948731] [NEW] Blocktype screen is very slow on large sites

Public bug reported:

As site admin you can re-arrange the block types that are seen in the
block configuration screen at 'Admin menu -> Extensions -> Plugin
administration -> Plugin type: blocktype'.

When you are on a large site, this screen loads very slowly as it is
looking for all block instances in the database to compile the site.

It would be better and I think sufficient to go by weekly statistics.
For example, for site registration data we display the number of
artefacts and that page loads very quickly. So I wonder if that is
either a different query or is data collected once a week.

We should check if we get the blocktype data differently and could speed
that up, e.g. by having a weekly cron run put the data in rather than up
to the second accurate data.

** Affects: mahara
     Importance: Medium
         Status: Confirmed
