Title:
  Collection without pages and SmartEvidence and / or portfolio
  completion can be exported

Status in Mahara:

Bug description:
  This error does not stop exporting functionaltiy

  If an empty collection has 'portfolio completion', the exported
  version will have two pages of 'portfolio completion' headings. On
  previewing the export, it says page '1/0' which is incorrect.

  Generally, if a collection is empty it should not be be available to
  export e.g. if we have an empty collection with SmartEvidence turned
  on, the collection will not show up.

  Pre-conditions: 
  1. SmartEvidence and Portfolio completion is available for collections.
  2. PDF export is enabled.

  Replicate bug:
  1. Create an empty collection with a SmartEvidence framework selected.
  2. Create an empty collection with Portfolio completion set to 'Yes'.
  3. Go to 'Main menu' -> 'Manage' -> 'Export'.
  4. Under the heading 'What do you want to export?', select 'Just some of my collections'.
     Expected: My empty collections are not on the list to export
     Actual: My empty collection with Portfolio completion is available to select, and when I click on 'Click to preview', I see page 1/0
