Public bug reported:

The report 'Completion and review' has a percentage column. It can't be
sorted though making it difficult to quickly check the completion status
of a portfolio. It should also be sortable in ascending and descending
order.

To replicate:

1. Allow 'Progress completion' in your institution. 
2. Create a portfolio with at least one page with the sign-off block.
3. Create a a collection and add the 'Progress completion page along with the above page.
4. Mark the page as completed / signed off.
5. Copy the collection but don't sign off the page.
6. Go to the report 'Completion and review' and make sure to show the column 'Completion percentage'.

Expected result: The column can be sorted.
Actual result: It can't.
