  Removing node-sass a dependency by gulp-sass

Status in Mahara:
  Invalid

Bug description:
  This is related to https://bugs.launchpad.net/mahara/+bug/1918357 with
  reference to https://getbootstrap.com/docs/5.0/getting-started/build-
  tools/#sass for future purposes when we have BS5

  When we 'make' we get the following:
