  Update library: Popper JS from 1.16 to 2.10.0 (needed for BS5)

  In Progress

Bug description:
  Bootstrap 5 is not compatible with BS4, therefore in the works of
  getting Bootstrap 5 to work with Mahara, we need to upgrade this
  library.
