Bug description:
  When you as site admin are at Admin menu -> Groups, you see:
  - Current submissions
  - Archived submissions

  They point to the same page: /admin/groups/archives.php with the only
  difference that 'Current submissions' has '?current=1' appended.

  We should really combine these two into one page, esp. also because
  they are both highlighted in the navigation menu.

  Currently, the 'Current submissions' menu item is only visible to site
  administrators, but when an institution administrator goes to
  'Archived submissions', they can see the tab for 'Current
  submissions'.
