The gear icon should only be available to group admins, but not regular
group members.

UserC is mentioned to be 'staff' in the group. What does that mean? We
don't have a staff role in a group, but only admin, tutor (see
/admin/groups/uploadmemberscsv.php ), and member. If 'staff' in this
context means 'admin' then it is correct that they would see 'Settings'.
If it is meant to be 'tutor' they shouldn't see the settings. I suspect
that the setup of the test needs to be adjusted to make sure that the
correct person is selected to view or not view the content.

    The text "Settings" appears in the text of this page, but it should not.

  Adding a breakpoint before this step I can see that there is a
  gear/cog menu item.  This appears to be the source of the "Settings"
  string.
