  Error updating institution settings

Bug description:
  On branch main, Firefox, docker, postgres, ubuntu:

  Error is related to this wishlist item: 
  https://reviews.mahara.org/#/c/12167/
  https://bugs.launchpad.net/mahara/+bug/1947643

  Steps to reproduce:
  - Click the settings icons on /mahara/admin/users/institutions.php for 'No Institution'
  - Click 'Submit' on the Edit institution page to save changes (don't need to make any changes)

  Expected result:
   - Settings saved and return to list of institutions

  Actual result:
  - Error "Undefined index: maxuseraccounts" and "Undefined index: maxgroups"
