Title:
  Block placeholder text still says 'please configure this block'

Status in Mahara:
  Fix Committed

Bug description:
  The heading of window that allows people to make changes to their
  blocks was changed from 'configure' to 'edit'. However, when people
  don't choose a block type and then save it, the placeholder text in
  the block still says, 'Please configure this block to choose its
  type.'

  Ideally, this should also use the word 'edit' for consistency.

  This is displayed in both edit and view modes.

  See attached screenshot.

  Steps to reproduce:
  - Create a page
  - Create a block but don't choose a block type
  - Save
  - View in both edit and view modes

  Expected:
  Block says 'Please edit this block to choose its type.'

  Actual:
  'Please configure this block to choose its type.'
