It is not expected to be able to view such attachments in 'Edit' mode.
The modals are implemented in 'Display' mode only.

  Journal link attachments in edit mode display a blank modal

Bug description:
  In the Journal block, if you click a journal with an attachment it
  will display the details in a modal if not in edit mode. If in edit
  mode, it will show a blank modal and modal will take over the whole
  window so you have to refresh the page manually.

  Go to a Page
  Create a journal block
  Attach a journal, that has journal entries and an attachment, to the a page
  Go to display mode
  Click on the journal attachment (anchor link) of one of the journal entries
  The modal will take over the whole window so you have to refresh the page manually.

  Running 21.10 (2021080205) and can replicate the issue on
  demo.mahara.org
