is only available to site administrators, they shouldn't let this happen
and choose sensible names.

  When registering external apps, currently we are able to add more than
  one external app with the same name, same institution and same service
  group

  Steps to reproduce:
  1. Add an external app via the External apps page
  2. Add another external app with the same name, same institution and same service group

  Expected outcome:
   - Prevented from doing this

  Actual outcome:
   - Allowed
