[Bug 1964282] Re: Error when deleting individual standard elements in SmartEvidence Editor

Tested on main 22.04dev
Steps to reproduce:
1. Go to the SmartEvidence Editor
- 2. Click 'Add' to add a new Standard element 1.2 (Don't enter any info)
- 3. Delete element 1.2
- 4. Click 'Add' to add a new Standard element again (Don't enter any info)
+ 2. Copy an existing framework 'Career Readiness'
+ 3. Click 'Delete All' next to Standard elements
+ 4. Click 'Add' to add a new Standard element - 1.2 (Don't enter any info)
+ 5. Delete standard element 1.2
+ 6. Click 'Add' to add a new Standard element
Expected result:
- new SE increments from existing SE, i.e. 1.1, 1.2 etc
Actual result
- new SE is the same number as the existing element with the error 'Array must have unique items'

2. Copy an existing framework 'Career Readiness'
3. Click 'Delete All' next to Standard elements
4. Click 'Add' to add a new Standard element - 1.2 (Don't enter any info)
5. Delete standard element 1.2
6. Click 'Add' to add a new Standard element
Expected result:
- new SE increments from existing SE, i.e. 1.1, 1.2 etc
Actual result
- new SE is the same number as the existing element with the error 'Array must have unique items'
