Public bug reported:

We have a CLI script to delete accounts and a script to delete empty
groups / groups that only have an admin. It would be good to also have a
script to delete institutions that don't have any members in bulk for
those sites that have lots of institutions.

An institution cannot be deleted if it still has members. Thus, once all
members are gone, it should be easy to delete them.

Additionally, it would be nice to also be able to do that from the admin
interface itself as bulk action with a checkbox in front of an
institution. Only institutions that don't have members would receive
one.
