Title:
  Error when deleting individual standard elements in SmartEvidence
  Editor

Status in Mahara:
  Fix Committed

Bug description:
  Tested on main 22.04dev

  Steps to reproduce:
  1. Go to the SmartEvidence Editor
  2. Copy an existing framework 'Career Readiness'
  3. Click 'Delete All' next to Standard elements
  4. Click 'Add' to add a new Standard element - 1.2 (Don't enter any info)
  5. Delete standard element 1.2
  6. Click 'Add' to add a new Standard element

  Expected result:
   - new SE increments from existing SE, i.e. 1.1, 1.2 etc

  Actual result
   - new SE is the same number as the existing element with the error 'Array must have unique items'
