Title:
  Update library: Popper JS from 1.16 to 2.X (needed for BS5)

Status in Mahara:
  In Progress

Bug description:
  Bootstrap 5 is not compatible with Popper JS 1.16 , therefore in the
  works of getting Bootstrap 5 to work with Mahara, we need to upgrade
  this library.
