Title:
  LTI submission groups should have 'submittableto' be true

Status in Mahara:
  In Progress

Bug description:
  When we first added LTI to the system it would make groups with
  'submittableto' set as false and this caused problems with submitting
  / grading portfolios in those groups.

  So we then made the default for 'submittableto' to be true when groups
  are made via LTI.

  But we didn't fix up any existing groups.

  So this bug is to tidy up any lti_assessment entries and have their
  associated group's 'submittableto' set to true
