Steps to reproduce

As admin
1. Add a site file (Admin>Configure site>Files)
2. Go to Admin menu>Configure site>Menus
3. Choose "Logged in links and resources" and add that file to the list and save
4. View the homepage and click on the file you just added

Expected result:
 - Take you to the file in the browser to view before committing to downloading a copy

Actual result:
 - Automatically downloads
