Bug 1968769: SmartEvidence status summary information

Adds a summary of the current states totals to the top and bottom of the
matrix.

* Add Smart Evidence to a Collection
* Add some Annotations
* As an Institute admin "Place Feedback" on these
* Check the SE summary on page 1 of the Collection

There are classes added to the table row to allow for styling. There is
an extra class to distinguish the top and bottom rows as well.

Bug description:
  A row is added to the SmartEvidence overview page at the top and
  bottom of the matrix that provides a total for each status that is
  displayed on the page. Whether a status is displayed or not is
  governed by the framework setup in the site administration (existing
  functionality).
