  Remove orphaned files view/edit.tpl and view/layout.tpl

Bug description:
  Related to this wishlist item: Bug 1969843

  On investigating the conditions for the page toolbar buttons, there
  were conditions related to params being passed in by these two files
  which are no longer in use.

  These are the changes related to where the files should have been removed:

  https://reviews.mahara.org/c/mahara/+/7453

  Removing these files will help tidy up the conditions for the page
  toolbar button display.
