Bug description:
  Mahara archived submissions are downloadable and the HTML for from that downloaded zip allows the user to access the page and associated content in the file. If the page has a video, it embeds the video in the page but the user can not play, pause or perform any action for that video. After investigating the HTML, it seems the <video> tag is missing a control attribute that allows the actions for the video.
  An example zip archive is attached.
