Title:
  CSS layout issue on submissions page

Status in Mahara:

Bug description:
  Found on main in Firefox and Chromium

  The table with the list of submissions is wider than the header and is
  not responsive to different screen widths (being cut off at smaller
  widths)

  See screenshots attached

  To test
  1. Create a controlled group with some members
  2. Masquerade as a member and submit a collection to the group
  3. Log in as admin and go to Main menu>Share>Submissions

  Expected:
   - List of submissions is same width as the header and responds to smaller screen widths

  Actual
   - Wider than header and not responsive

  Note: this error persisted after updating the DataTables.js files to
  be Bootstrap 5 compatible
