Remove the 'Settings' button when you are on the page settings page

Bug description:
When you are editing a page and click the 'Settings' button, you are
taken to the page settings. That page then still displays the
'Settings' button even though clicking it doesn't take you elsewhere.
This is different behaviour to the other buttons on the right-hand
side of a screen that only appear when they lead you away from the
current page. Therefore, the 'Settings' button should be removed.
- Keep the 'Settings' button on /view/blocks.php?id=
- Remove the 'Settings' button on /view/editlayout.php?id=
To replicate:
1. Create a page.
2. Go to the 'Edit' page screen.
Expected and actual results: the 'Settings' button (the one with the 3
cogs) is displayed.
3. Click the 'Settings' button. You are taken to the 'Settings' page.
Results:
- Expected: The 'Settings' button is not shown.
- Actual result: It is shown.
