Public bug reported:

Nate Otto pointed me to the new specs for Open Badges by IMS Global. See
https://imsglobal.github.io/openbadges-specification/ob_v3p0.html They
will change how data is signed. We will need to look into how to support
them to make it possible for organisations to display badges.

Initially that requires some investigation.
