Bug 1915088: Export users portfolios from cli

- Adjusted the language strings so they can be translated
- Some minor sql changes
- Added dry run option so that one can check what will be exported
before actually running the export

  There should be cli script where user can export portfolios from csv
  file or from database...

  With options like 
  - limit,offset
  - filepath
  - exportformat etc
