Bug 1995321: Bring the openbadgedisplayer back into sync
So that it matches the other branches version
We leave upgrade.php part on the older value because:
- if the earlier branch is already on version 1.2.0 (2022090200) we
don't want to run upgrade again.
- if the earlier branch is still on version 1.1.0 (2018081700) then it
will still trigger the upgrade as expected

Bug description:
Because the openbadgedisplayer version numbers are out of sync it will
cause a:
Mahara: Site unavailable
Database version of Mahara plugin Open Badges 1.2.0 (2022090200) is newer than files version 1.2.0 (2018081701). Please make sure you have the correct Mahara plugin files in place.
error when the site is in production mode
