Title:
  Not able to change Mahara collation from utf8_bin to
  utf8mb4_unicode_ci

Status in Mahara:
  Incomplete

Bug description:
  I am using Mahara version 22.04, Mahara recommending to change its DB collation.
  Mysql version - 5.7
  PHP version - 7.4

  Using PHPMyAdmin & manually, through the notepad editor(manually
  replacing) both methods are not working.

  Please suggest how can I change it from utf8_bin to
  utf8mb4_unicode_ci.

  - Using PHPMyAdmin
  It is not working to change the collation for MySQL table columns.

  - Using editor
  During DB import it shows multiple errors.
  like - Foreign Key constraint errors and more

  Please suggest
