Public bug reported:

Currently gulp is on version 4.0.2 but it has a security issue, however
it is not being currently maintained via the gulp people (due to money
constraints).

So we need to make a decision, do we:

A) Wait until they get a chance to fix things then we can just go for a
newer version

B) Fix things ourselves

C) Go with a gulp alternative like webpack
