Public bug reported:

Currently, the profile image doesn't have the new alt text, caption, and
decorative image options that were introduced in 22.10. This caused bug
#2004511. It would be beneficial for profile images to also have better
accessibility options.

Since we upload profile images via a special way and can't just use any
image, a default alt text should be displayed. Currently that is
'Uploaded profile picture'. It would be better if the alt text were
'Profile picture of Name of the Person' using the display name function
to either show first and last name or display name if the latter was
selected. IT should never show username and real name to an admin or
staff member to keep it simple. The alt text doesn't have to be
different for the 5 possible profile pictures, but an account holder
should be able to update them.
