Bug 2004511: Profile image in image block adjustments

As the profile image does not have 'isdecorative', 'alttext', and
'altiscaption' options we need to handle that when rendering the image

  Profile image used in image block gives errors

Bug description:
  When I do the following:

  1) add a profile image to a person's account
  2) create a page 
  3) add an image block to the page and pick the profile image

  See the following errors:

  Undefined variable: isdecorative
  Undefined variable: alttext
  Undefined variable: altiscaption
