  Select block heading colors in primary school theme

Bug description:
  The primary school theme comes with colored block headings. A
  portfolio user suggested to make these colors user selectable so they
  can coordinate them with evidence, e.g. all evidence belonging to a
  category on a page receives the same color.

  At the moment, the colors are set and can't be changed.
