[Bug 1988416] Re: Public groups can not set back to not public
Hi Andreas,
Thanks for this wishlist item. It's a bit trickier than described. There
could be multiple group administrators and one of them could still have
the privileges to decide on the group's visibility.
If the permissions of who can set up public groups is changed, a process
could be kicked off to review which groups would be affected to let the
site administrator decide whether those group settings should be changed
rather than changing them without any notice.
A workaround right now is to update the database directly and change the
group setting to 'No' for the groups in question.
I don't believe it would be good for the group administrator to still be
able to see the visibility setting and change it to 'No' as that would
then also mean they could keep it on 'Yes'. They may also not know when
the site administrator makes that switch. Therefore, it should be an
administrative action and then the site administrator can inform
affected group administrators.
For example:
1. Site admin changes the group default settings for visibility and saves the screen.
2. Mahara presents the site admin with an alert asking to confirm that all groups that don't have one of the privileged people who can still create publicly visible groups be set to not visible any more. The groups are all listed. This is a 'Yes' for all or 'No' for all situation. If the site admin says 'Yes' to remove the public visibility, all groups will be changed and the group administrators notified. If the site admin says 'No', they can change the settings for each group individually.

Bug description:
If users are allowed to create public groups by setting "Publicly
viewable group" to yes then these groups can later not be changed to
"Publicly viewable group" to no, if the "site options --> group
settings --> Create public groups" is changed from Everyone to "site
administrators only".
It would be better if the administrators of a group would be able to
always be able to change the setting form "public visible" to "public
NOT visible".
