[Bug 2013550] [NEW] Sending welcome email fail

Public bug reported:

There seems to be a misconfiguration with the welcome email in Mahara.
Currently, Mahara is attempting to send the welcome email using
authentication information from the administrator. However, instead of
using the default email address, Mahara is adding the administrator's
email address as the sender, causing authentication issues on the SMTP
server. This results as an error notification in Mahara, preventing the
welcome email from being sent.

This issue has been observed on a Linux Debian 10 server running Mahara
19.04.1 and MariaDB 10.3.38. The problem persists across different
browsers, including Chrome, Mozilla, Edge, and Tor.

One workaround for this issue is to remove the email server
configuration in Mahara and use Postfix to forward all emails as a
noreply address, which originates from Mahara. Authentication is defined
in Postfix.
